概要
人間活動の拡大による地球環境の限界とそれを越える事象の連鎖が危惧されるなか、人類はどのように持続可能な社会を構築できるのでしょうか。また、その根底にある問いとして、人はどのように生きるべきなのでしょうか。認識変容(Cognitive Transformation)・行動変容(Behavior Transformation)・社会変容(Social Transformation)と地球人間システムに関する「T3 Earth Forum」では、地球環境の変化が、どのような人の認識変容や行動変容、社会変容と関わっているのかを議論します。人が内面に持つ意識・価値と、それが外に現れた時の行動・習慣、そしてそれらが社会で共有される時の規範や制度・システム等と地球環境との関係を、様々な分野の方々と議論します。

Title :
“The governance of nature-based solutions - enablers, barriers and policy options to overcome them"
Abstract：
Nature-based solutions (NbS) are increasingly promoted to address climate change, biodiversity loss and disaster risk, yet a gap remains between policy ambition and on-the-ground implementation. This talk examines the governance conditions that explain this gap and shape the uptake and sustainability of NbS. Drawing on transdisciplinary research across different contexts, it brings together evidence on the factors enabling and constraining NbS implementation, comparisons with grey infrastructure, and empirical insights from established systems such as protection forests. It highlights governance challenges and considers policy options for addressing them to support the mainstreaming of nature-based approaches in policy and practice.
