With the start of democratization and decentralization in Indonesia, Indonesia has experienced a fundamental transformation in every aspect of live both in positive and negative ways. Local communities including customary law communities (masyarakat Adat) have been empowered with the facilitation of different NGOs. The start of new law on village in 2014, the implementation of participatory mapping and also the utilization of new technology such as drone have accelerated this local community empowerment.

On the other hand, the decentralization has accelerated the land grabbing and environmental destruction to open the industrial forestry, plantation and mining. Facing these challenges, the Indonesian government under the SBY administration has started the one map policy with the consideration that different ministries and agencies, provincial and district/city governments have their own ‘official’ maps and that causes the serious problems for integrated development planning for the whole nation in the long run.

This international workshop aims to discuss the challenges facing the Indonesian government on the implementation of one map policy and also the impacts of participatory mapping methodology and drone utilization for local community empowerment and development and finally discuss the way to integrate the one map policy and bottom-up mapping process.
