Abstract

Deliberative mini-publics have been often considered as a potential way to promote future-oriented thinking and to enhance consideration of future generations. Still, there is relatively little empirical knowledge on whether this is the case and what are the mechanisms through which deliberation could increase future-orientedness. This talk explores these issues by presenting results from an online Citizens’ Assembly held in Satakunta region, Finland, in September 2020. The Assembly was tasked to discuss the future of the region in the year 2050 and involved an experimental condition, a so-called Future Design, where half of the discussion groups did a mental time-travel exercise to the year 2050 at the start of the discussion. One reason why thinking about the future can be hard is that it can evoke negative emotions such as stress and anxiety. Thus the talk will first focus on the potential of democratic deliberation to increase positive emotions regarding the future as one way to promote future-oriented thinking. Secondly, it will look at whether deliberation increased consideration for future generations and whether the Future Design made a difference to these considerations. Empirical analysis is based on surveys conducted before and after the Assembly and interviews with the participants.
